Neumann highlights the essential role of educational exchange programs in the effectiveness of public diplomacy. With the results of The Foreign Affairs Budget of the Future, a project launched by the American Academy of Diplomacy in cooperation with the Stimson Center, Ambassador Neumann recommends that such programs require increased funding in the future.
