Press Release | The Academy strongly supports bipartisan bills for secure supplies of critical minerals and effective American energy diplomacy

Washington, D.C. – The American Academy of Diplomacy strongly endorses H.R. 7037, the DOMINANCE (Developing Overseas Minerals and New Allied Networks for Critical Energies) Act, as well as the Senate companion S. 4392 titled “Energy Security Pacts Act.” The DOMINANCE Act, introduced by Representatives Kim (R-CA) and Bera (D-CA), and the “Energy Security Pacts Act,” introduced by Senators Coons (D-DE) and Ricketts (R-NE), would ensure Americans’ energy security and the availability of critical minerals essential to America’s military power, industrial strength, and overall prosperity. The bills also include establishing offices in the State Department staffed with effective, technically knowledgeable personnel available to communicate effectively with U.S. industry and able to devise and realize energy security pacts with allies and partners, an operational measure essential to achieving these national security ends. It is important to note that if passed, these actions will require the necessary appropriations to be implemented.


The Academy is a non-partisan organization made up of retired senior diplomats and other national security professionals who have served in the most consequential positions of U.S. national security, in the United States and abroad. The Academy is dedicated to improving the ability of the Department of State and other national security agencies to serve elected leaders and the American people.
