Steven
Steven R. Mann is a foreign affairs professional with extensive experience in Eurasia and in international energy issues.
He served in the United States Foreign Service, where he specialized in the former Soviet Union, with a focus on energy diplomacy. From 1998 to 2001, he was the United States Ambassador to Turkmenistan. From 2001 to 2005, he was the senior US official for Caspian energy issues and was
heavily involved in realizing the Baku-Tbilisi-Ceyhan (BTC) pipeline and the South Caucasus Gas Pipeline, among other projects. In 2008, he was named Coordinator for Eurasian Energy Diplomacy, managing United States diplomacy on Eurasian oil and gas issues. He also has played an active role in mediating Eurasian conflicts in the Caucasus and Transnistria.
Ambassador Mann is a Pennsylvanian who joined the Foreign Service in 1976. He began his diplomatic career with postings to Jamaica and Moscow. He opened the first United States Embassies in Micronesia, Mongolia, and Armenia. He held a number of Washington assignments, including Country Director for India and Principal Deputy Assistant Secretary for South and Central Asian Affairs.
In 2009, he retired from the Foreign Service and joined ExxonMobil Corporation as a senior advisor in its International Government Relations group, where he provided strategic advice and analysis to the Management Committee and assisted business units in resource acquisition and value defense. His areas of focus were Russia and the former Soviet Union, with particular attention to regulatory compliance following the introduction of US and EU energy sanctions. He retired from
ExxonMobil in July 2020. Since then he lectures and writes on geopolitics.
He holds an A.B. degree from Oberlin College and M.A. degrees from Cornell and from Columbia University, where he was a Fellow of the Harriman Institute for Advanced Soviet Studies.
He is a Distinguished Graduate of the National War College, a member of the American Academy of Diplomacy, and an ardent fan of the Philadelphia Eagles.
