Phyllis E.

Phyllis E. Oakley (November 23, 1934 - January 22, 2022) was an Adjunct Professor at the John Hopkins School of Advanced International Studies from 2000 through 2013. Before retiring in 1999 from the Foreign Service of the Department of State, she served as Assistant Secretary of the Bureau for Population, Refugees, and Migration and of the Bureau for Intelligence and Research. She was the first woman spokesman for the Department under Secretary of State George Schultz.

Mrs. Oakley holds a Master’s Degree from the Fletcher School of Law and Diplomacy, has taught at Northwestern University, her alma mater, and at Mt. Holyoke College. She served as Chairman of the Board of Americans for the United Nations Population Fund from May 2003 to May 2007. She also served on the boards of the American Academy of Diplomacy, the Georgetown University Institute for the Study of Diplomacy, and the Board of Visitors of CIA University.
